WEATHERIZATION AND CENTRO CAMPESINO
The Weatherization Assistance Program allows Centro Campesino to oversee the weatherization of homes for eligible families utilizing Florida State licensed contractors. Every effort is made to encourage bids on these projects from contractors within the counties in which the work takes place. All work is inspected by the Centro Campesino team and building and code enforcement departments in each county or municipality.
Centro Campesino weatherized homes in Broward, Collier, DeSoto, Glades, Hardee, Hendry, Highlands, Indian River, Lee, Martin, Miami Dade, Okeechobee, Palm Beach, and St. Lucie Counties. This service is provided at no cost to eligible Low-income homeowners or tenants.
What is Weatherization?
Weatherization is not about home repairs or renovations. The program is only intended to reduce the monthly energy burden on low-income households by improving the energy efficiency of the home.
Types of Weatherization Assistance – Energy Efficiency Measures:
- Address air infiltration with weather stripping, caulking, thresholds, minor repairs to walls, ceilings and floors, and window and door replacement
- Install attic and floor insulation (floors in northern Florida counties only)
- Install attic ventilation
- Apply solar reflective coating to manufactured homes
- Install solar screens
- Repair or replace inefficient heating and cooling units
- Repair or replace water heaters
Eligible Applicants:
The total household income may not be more than 200 percent above the national poverty level. Preference is given to elderly (Seniors 60 years-plus) or physically disabled residents, families with children under 12, and households with a high energy burden (repeated high utility bills). *Please refer to the 2024- 2025 WAP Income Program Limits.

History of Weatherization
The United States Department of Energy’s (DOE) Weatherization Assistance Program (WAP) was created in 1976, to assist low-income families whose un weatherized homes consumed high amounts of energy. They lack the resources to satisfy all of their basic living needs, much less address urgently needed repairs to their aging houses and mobile homes. Centro Campesino has weatherized/rehabilitated the homes of low-income families for the last 35 years.
Mission
The mission of the program is to reduce the monthly energy burden on low-income households by improving the energy efficiency of the home. Families of very low-income expend a high percentage (about 18%) of their annual income on utility bills, due to their inability to maintain energy efficient homes. Typically their homes have ill-fitting doors and windows, in which heat and cool air escape. They have old or nonexistent insulation or weather stripping, poorly operating out-of-date appliances and air-conditioning systems. This results in excessive utility bills without providing their families with basic comfort.
Funding
The program is funded each year by the United States Department of Energy and receives supplemental funding from the United States Department of Health and Human Services. The extent of services to be provided depends on available funding.
